(a) The Stakeholders will no longer oppose reopening of the jail. At the same time, the Stakeholders are unanimous that doubling the jail's capacity would impose a heavy burden on the neighborhood; (b) the Stakeholders would like to work with the Department of Corrections in order to keep the capacity to the absolute minimum necessary; (c) the Stakeholders are unanimous that the retail gap that currently exists on Atlantic Avenue between Boerum Place and State Street, essentially the gateway to Brooklyn, should be closed; and (d) we believe the community's input is vital as Corrections plans the reopening of the HOD.

Refers to then recent media articles quoting Mayor Bloomberg and Commissioner Horn stating their desire to reopen and expand the facility in keeping with their newly revealed plans to move prisoners from Rikers to borough jails. The Stakeholders observed that:
(i) a new jail may not be built in the Bronx because its facility has been sold to developers expanding the Bronx Terminal Market, (ii) that no immediate plans exist to reopen the Queens House of Detention, and (iii) Staten Island doesn't have a jail and there are no plans to build one.
Accordingly, the Mayor’s plan clearly will NOT share the burden equally and fairly between the boroughs as stated in their plan but would unjustly burden a bustling residential neighborhood at the gateway to Brooklyn with a majority of the prison population not held at Rikers.
The Stakeholders requested to be included in the decision making process and more information before moving forward with any plans regarding the potential future reopening of the HOD in any form.
