Stakeholder's Timeline of Events


Members of the Community Stakeholders Group have been working to have a voice with respect to the reopening or redevelopment of the HOD site since 2005. From the start we have been requesting the creation of a task force in order to have meaningful input on the design and development of the site; to no avail.

The following is a timeline of meaningful events and correspondence with various officials since 2005. We have placed in italics references to the creation of a task force in each of the letters to highlight how we have been repeatedly ignored.

3/26/08Stakeholders' Letter to Elected Officials Regarding Martin Horn's Response

 

Stressed disappointment that response came from Commissioner Horn rather than the Mayor or someone from his office. The Stakeholders suggest our elected officials request a meeting with Mayor Bloomberg to further discuss this issue and to stress our concerns.

1/16/08Stakeholders' Letter to Elected Officials

 

The Stakeholders request that elected officials join together to meet with Mayhor Bloomberg to stress the case for no expansion of the inmate population. The Stakeholders again ask for certain immediate changes to the HOD consistent with our previously proposed guidelines.

1/8/08The Stakeholders Submit Official Position Statement

 

Position Statement reiterates:

 

(i) the Stakeholders oppose any expanision of the HOD;

(ii) reiterates that certain changes must be made to the HOD prior to reopening, and lists the changes that the Stakeholders believe must be made:

(iii) requests the immediate formation of a task force

12/27/07Letter from Borough President Marty Markowitz Setting a Meeting with Commissioner Horn on January 2, 2008.
12/18/07Letter from Police Department to 11/29/07 Letter

Acknowledges the problems listed have been "an on going problem for a number of years."

States the problem is "complex and ongoing" and states the department is "deeply concerned and continue[s] to look for a solution to this problem."

 11/29/07 Stakeholders' Letter to Councilman David Yassky Together with Residents of 53 Boerum Place

Requests David Yassky's help in correcting certain problems and issues related to the transportation and detention of detainees currently being taken to or from the HOD. Lists existing conditions and suggested solutions to such issues. (It is noteworthy such serious problems persist even while the HOD remains closed!)

Stakeholders thank Marty for 9/28/07 letter but stress that we have been repeatedly assured that we would be recognized as a task force and request a meeting with Commissioner Horn.

10/16/06Borough President Marty Markowitz Letter to Stakeholders

States Marty Markowitz's position that he supports our guiding principles regarding redevelopment. However, he has no opposition to adding more development potential to the site. Agrees that community input is vital and states that "I would insist that Commissioner Horn share the draft of a Request for Expression of Interest with the Stakeholders for comment."
9/23/06 Stakeholders' Letter to Borough President Marty Markowitz

The Stakeholders stressed that since the 8/10/06 meeting:

(a) The Stakeholders will no longer oppose reopening of the jail. At the same time, the Stakeholders are unanimous that doubling the jail's capacity would impose a heavy burden on the neighborhood;
(b) the Stakeholders would like to work with the Department of Corrections in order to keep the capacity to the absolute minimum necessary;
(c) the Stakeholders are unanimous that the retail gap that currently exists on Atlantic Avenue between Boerum Place and State Street, essentially the gateway to Brooklyn, should be closed; and
(d) we believe the community's input is vital as Corrections plans the reopening of the HOD.

Meeting at Borough Hall to Discuss Possible Alternate Sites for the Facility

 

While Commissioner Horn agreed to explore the possibility for alternate sites for the facility within this district, he issued parameters so grand (for a space large enough to accommodate over 1,600 prisoners) which made the search a futile exercise.

5/5/06Letter to Police Commissioner Ray Kelly (NYPD) from Borough President Marty Markowitz

 

Urges cooperation between the NYPD and DOC to stop the current practice of parading prisoners in handcuffs on our streets.

Stakeholders' Letter to Borough President Marty Markowitz

 

Refers to then recent media articles quoting Mayor Bloomberg and Commissioner Horn stating their desire to reopen and expand the facility in keeping with their newly revealed plans to move prisoners from Rikers to borough jails. The Stakeholders observed that:

(i) a new jail may not be built in the Bronx because its facility has been sold to developers expanding the Bronx Terminal Market,
(ii) that no immediate plans exist to reopen the Queens House of Detention, and
(iii) Staten Island doesn't have a jail and there are no plans to build one.

Accordingly, the Mayor’s plan clearly will NOT share the burden equally and fairly between the boroughs as stated in their plan but would unjustly burden a bustling residential neighborhood at the gateway to Brooklyn with a majority of the prison population not held at Rikers.

The Stakeholders requested to be included in the decision making process and more information before moving forward with any plans regarding the potential future reopening of the HOD in any form.
